How do I remove this pool ladder?

My in ground pool ladder is all rusted and keeps getting the vacuum stuck and I want to get rid of it. All the info I can find online says to loosen a bolt but there are no bolts. The ladder is sealed right into the concrete. Is there any way to get this out other than just sawing it off?

It will take a saw or breaking the concrete. Either way, there will be a hole to be filled. You could try rocking it to loosen, but most of the time when a ladder or hand rail is installed that way, there is a bolt protruding through the holes that are usually near the bottom of the rail to help keep it in place.
 
Is that just dirt or such around the pipe? It looks particularly not cement-y in parts. While some older ladders are cemented in place, most have a collar that they slide into, and inch or so below the deck surface. Tightening the bolt pulls up a wedge to get a good grip on the ladder.

Yeah that's just dirt. There is usually a metal collar at the base but I lifted it up to take the picture. Dirt builds up under the collar.
