How do I change/ clean this light?

You have a Pentair Globrite light in a fiberglass niche. The white plastic ring is the niche, and you should NOT try to remove it.
You can remove the light installed in the niche.
Review how the light niche and light are installed in the manual:
Remove the GloBrite color light assembly from the pool or spa water: Using the provided installation tool (P/N 620057), rotate the light assembly counter-clockwise about a 1/8th turn to release the light from the niche as shown on page 11).
Frankly, I would not mess with the light. You are more likely to cause yourself problems.
