There were some discussions before the storm of why people were lowering their water levels. Everyone starts thinking "my pool is going to overflow so better drain it first" when what they should be thinking is "the ground is going to be so saturated that hydro static pressure could pop it if I lower the water level too much." Draining water out of a pool essentially turns it in to a boat. I even wonder if an insurance company could look at a popped pool and deny the claim based on the owner causing the problem by draining it first.
