Hot tub at 88 degrees

Having an issue with my hot tub. It is set to 101 but it's not making it above 88. The jets are working and there is no error message on the display. One weird thing is that the "mode" button doesn't do anything anymore (I thought maybe it had gotten accidentally put in vacation mode or whatever). I've cleaned my filters and tried turning it off and back on at the breaker. It's 50 degrees here so the heater is doing something or the water would be much cooler, it's just not getting it up to the desired temp. Any suggestions on troubleshooting?

Could be the temp probe is bad, making the spa think it has reached the set point temperature.

Depending on the heater design, it could still be the heater.

If this were my spa, this is what I would do first... I would open equipment panel and find the heater connections... I would use a voltmeter and measure across the heater terminals.. (Not each terminal to ground, but between the two terminals).. If you read 220 volts then you know that the control system understands that the water temperature is low and is telling the heater to run... This would indicate that the heater is bad. If you read zero volts, then you will have to check to see that the relays that control the heater are on or off. It could also be that the relays are burnt on the inside and acting like a resistor and only sending a small voltage to the heater.

My spa will maintain about 90 degrees all day with the outside temperature at 50, just due to the heat provided by the circulation pump.
