You say the top of the unit is extremely hot. So how hot is it? Get some data.

If you have 40% more water circulating through the heater then you will have less heat going up the flue.

I just started the heater so I will measure in a bit. I know the UG is supposed to regulate the mixing of hot and cold water but how does it work to do this inside the header exactly anyway? It looks like the UG is positioned opposite of the inlet side. Thanks.

Here are the temperatures going up the base of the flu and the surrounding area. Approx 250 going up the flu and 211 in the surrounding area.

Understood thanks. Would you mind explaining how the UG works exactly?l and how the extra 40% opening might help an overheat situation? I get that at 105 degrees it opens to allow cold water to mix with the warm water but how exactly? To me it just looks like a valve opening in an empty cavity opposite of the inlet.
