Help with plaster cleanup!

hey all, so last fall we finally had our winter covered installed on our two year old pool and the installers, when drilling the holes for cover fasteners into the raised beam never cleaned up all the dust that went into the water and I didn’t see it as they got the cover on before I noticed it. So when opening the pool, naturally it was the first thing I noticed - see pictures.
so thinking it was just a dust/dirt settled On the bottom which is pretty normal on pool open, I went to brush it, but seemed to bake into the plaster and will not come off. Called the cover installer, they came I’m with a wire brush and it won’t come off either. They said they need to order something and they will be back, but now they won’t return my calls. So I will deal with that separately, but in the mean I need to figure out how to clean this. It feels rough like scale. You cant see it, aside from the areaso on the left where it was falling down, it but, it actually went all over the pool... what can I do to get this cleaned?

Try sanding the areas with 80 grit wet&dry sandpaper,
 
An acid bath will attack all your good plaster around the problem area and reduce the life of your plaster. It seems extreme to fix a cosmetic problem.
