Every time I’ve looked into this topic I’ve seen lots of people say you need to partially refill the pool is that the only way to fix it? I was also just told that the pool can pop out depending on the water table where can I look to find my water table?

Welcome to TFP! The way to lower CYA (if it's really too high) is to exchange water. Proper water testing is a priority though. How are you testing the water? Also, what type of pool do you have? Your signature is blank. I'll post some links below to help.

Replacing water is the only way to lower CYA.
Read "No Drain Water Exchange" here:

I filled in the signature let’s see if it works. And I’m using the cheap Lowe’s Test Kit and the CYA is higher than the reading it provides, when I took it to Leslie’s I believe it was around 120.

You need a good test kit…link—>Test Kits Compared

Why? Pool store testing is notoriously wrong, and your test kit is insufficient to manage the water. Giving advice on wrong test results, we can do more harm than good.

Get a kit ordered. Add 5ppm of liquid chlorine per day until it arrives.

When it comes, post results! We'll get you going.

When it comes, do the CYA test starting at #8 here:

It’s my parents pool and they don’t want to spend $100 on a test kit.

I wouldn't spend one penny or waste one ounce of effort with poor data. On any subject.
I’m guessing it’s not safe to shut down the skimmer valve and just use the main drain and set the filter to waste?
If doing an exchange then its fine because the water level will remain roughly the same. (Providing youre checking that the in and out flows stay about matched)
