Help Trouble shooting a Pentair Solar Touch Valve Actuator Problem

My Solar Touch Valve Actuator Stopped working in the on position. After reviewing prior threads I changed both micro switches. I did find 1 was bad. This did not solve my issue.
I have only been able to get the Valve Actuator to turn on but not off? So Im thinking the valve actuator capacitor, motor or the solar touch controller?
Is there a way to meter out the system to determine if the controller is working, or other ways to troubleshoot this issue?

Here is a simple schematic of the actuator. You can see that the automation (does not matter what kind) provides 24 VAC to either the Red wire or the White wire. The Black wire is the common. When you have 24 VAC between the Black and Red wires, the valve will move one way, and when you have 24 VAC between the Black and White wires, the valve will move the other way.

To test the automation, just test to ensure that the voltage is switching between the Red and White wires as the automation switches the valve on or off.
