help - new SWG and we cannot get chlorine level up

Dear Dave,
We went to the pool store because we are out of the R-0013 CYA reagent and needed that reading to use with the chlorine/CYA chart so we could determine the FC shock level. We have plenty of all the other reagents. Just trying to determine what our next step should be.
