Help! Connection fail

Greetings friends. We have a pond with a liner, 2 hp pump and 24" sand filter. All works fine until we tried to connect this pvc setup with 2 valves so we could switch from pumping water to vacuuming without disconnecting hose. we get no suction.

This is what is working now, but we want to switch to the double PVC setup. seen above. The black hoses are temporary. We plan to move the filter and pump into the corner of the deck and build a structure over it.

I see now. So the top of the set up connects to the pump and splits into two suction lines. What happens when you try to hook up a hose for vacuuming? It looks like the body of water is quite a distance away with a significant rise? I assume what's probably happening is the vacuum line is sucking air and not allowing the pump to prime? Provide more details and we can try to get you some help.
 
We haven't tried to hook up the vacuum, yet, we closed the valve on that side and just hooked up the other side to pump water from the pool into the filter. No suction.

The vacuum works with the current setup, but we have to disconnect the hose and hook up the vacuum hose--a pain. That's why we wanted to use this PVC gadget.
 
Is it failing to prime or does it sound like a full blockage?

Assuming the valves in the proper position (photo shows left open and right closed), I can only guess you have air entering the system, perhaps through a bad connection or leaking joint. Can you hook it up to the pressure side so you can check for leaks?
 
"Pressure side" leaves the pump and goes back to the pool. This may not be the best way to do it, but you're more likely to see water being pushed out when the fittings are under pressure. If you can set up some type of an adapter to hook it up to a regular hose under pressure, that would work as well. Make sure you are using some type of a pipe joint compound or Teflon tape at the threaded connections.
