I am a long time pool owner who is having a problem with a new marble dust job. They removed spots with a void behind them, installed a layer of BondKote and then marble dust. They mixed the plaster in a tall bucket and a large hand electric mixer as they could not get a commercial mixer up the stairs to where the pool is. He also mentioned that he does it this way all of the time.
Immediately, before the pool had water in it I could see a lot of streaking and marks from the tools used to spread the marble dust. It looks awful. Then we noticed that the bottom was pitting. I took my underwater camera and got a good shot. It was hard to see because it has been windy since the job was done. About two or three weeks after the new plaster was done we saw one of his guys throw in two packages of powdered or granular scorch. I think this may have caused or exasperated the pitting problem.
The pool builder promised to redo the pool and he is scheduled to show up on Sunday and start emptying the pool. Complete the job next week or weekend depending on the weather. He is worried about the start up chemicals and doesn't want to be responsible for them. He is afraid something will go wrong again. No one else will touch someone else's job around here so I think I have convinced him to get the pool chemicals balanced before he moves on after the second marble dust job. He wants to dilute powdered chemical instead of liquid. Last time they did not dissolve and that may have been part of the problem So he wants to put them down the skimmer instead.
My questions are 1) what is the normal protocol for adding chemicals to a brand new marble dust job. I have gotten conflicting answers
to this question
2) he is bringing back the last crew who I think did a terrible spackling job but I have no choice. How to prevent this
from happening again. See photos
3) I am all ears to advice from experts
Thank you

The photos with pitted surface are too big to upload. Let me know if they are important and I will figure out how to reduce them
