Hired a company to replaster our pool. They came and removed all plaster in a single day while I was at work. The pool concrete is heavily gouged. Is this normal? Can/should this be repaired before new plaster is applied?

No concerns and be happy they did a healthy full chip out which lends itself to the best way for a replaster.
