HeatPro HP21404T Runs With No Flow

I think I've posted this years ago but I still haven't resolved the issue so I'm determined to tackle it now:

tl;dr version - my HeatPro heater if set to heat still runs even if the pool pump is off and there is zero water flow

Full length version -
I had my pool installed in June 2011 and the HeatPro heater worked the following way: pool pump on > heater set to higher temperature > heater would run. When the pump would turn off for its normal routine, the heater could detect that there was no longer any water flow and even though it was set to heat, it would turn off because it didn't detect any water flow. This made sense to me.

Somewhere in the last 3-4 pool seasons, this flow check stopped and it now has no idea of the flow status and will continue to spin the fan and heat even though the pool pump is not running. This is probably bad...

It's odd because there is nothing in the troubleshooting docs about this because the only scenario they have is for when no-flo is falsely detected. My situation is the inverse but they don't seem to have any documentation on it.

I looked up the parts list and there is a part called the "water pressure switch" which I'm guessing is the part that is probably bad, but I don't want to commit to replacing that if there is another part like a flow-switch that is most likely bad or stuck.

Essentially what I need to know is what part in the HeatPro is actually responsible for knowing that water is flowing through the unit which in turn tells the heater it can run or not.

Thanks for your help!

Heaters use pressure sensing to determine if there is enough water flow to operate. Sounds like your pressure switch is bad. Running a heater without water flow will damage the heat exchanger.

Better is to purchase a true flow switch and plumb that in the flow line of your system. Then wire that in place of the pressure switch.
@JamesW can give you specifics on achieving that.
