Heater will not fire.

Hello I have rebuilt pool (5 years ago)down to the gunite. Plumbing and equipment new. it is in ground 18000 gallon pentair equipment. Pentair Mastertemp pool and spa 400 heater. Pentair intelliflo vsf variable speed and Flo pump and a pentair clean and clear plus cartridge filter CCP 420. my problem is it will not fire now.
Turn on the heater on spa temp 100 degrees.
The blower starts and when it calls for ignition I hear the click of the gas regulator.
(I have watched the gas meter to see if it gets gas and it does)
I also smell gas.
It try's 3 times
No fire and the ignition box blinks 3 times no other LEDs come on
except the service heater lite.
I turn the power off and back on and still same thing.
I changed the igniter and ignition box.
Still no fire
The resistance on the igniter is about 23 ohms.
Any info would be very helpful

The pool company that plumbed, plastered and installed the equipment (5 years ago)
the wiring is correct 240v.
The gas meter start spinning real fast when it calls for heat and I hear the gas valve click and smell gas.
the pool and equipment has worked great until about a couple of months ago.
We have not changed anything. No new appliances
The pump runs fine the filters are clean just no fire when it calls for heat.

I agree with recommendations from James, it sounds like the system is working exactly as it is designed to do. The ignition start sequence will try three times to get a flame detected. If it does not detect a flame it shuts down and has the error code with the light blinking three times. This would tell me for some reason the flame is not lighting. So the safety system is actually doing its job. Do you hear the flame start or not? Can you see into the Firebox on this model? Has the heater run successfully? When was the last time it ran and worked properly? The way this system is supposed to work is that a number of safety devices have to work properly and it sounds like most of them are. This is why you get to the blower start and the gas open point. From here you should have voltage and current across the igniter which Heats it up and the flame starts. If the flame starts the flame detect probe has power applied and I believe it was 110 volts if there is a flame the ionized gas will conduct a micro amp current to ground. The Fenwal must detect this or it turns off the gas valve. When the gas valve turns off it's actually a very quiet action. If you are not getting a flame then you're not getting gas or at least not sufficient gas to support a flame. The fact that your meter is spinning could indicate you are getting plenty of gas or it could indicate something else in the house is using gas at the same time. Make sure everything in the house is turned off that can use gas. While you're at it make sure that all the valves in your gas line are open. I know that sounds obvious but you would be amazed how many times we have people struggling with this issue and it turns out a valve is closed. We have also seen cases where the gas line was actually corroded and leaking so not enough was getting to the heater. The static and dynamic gas pressure test James suggested at your heater will help confirm the Integrity of the gas line.
