Hayward Swimclear 3030 filter question

I was cleaning my filters for the first time and notice what looks like to be a weep hole in the piping assembly at the bottom of the filter. Is this normal or have I sprung a leak?

Hold old is your filter? I see some part breakdowns online like yours, but many more like the one HERE that have a different set up. I wonder if that was one method of air relief because other versions have the air relief tube and strainer that goes up to the top. Maybe @1poolman1 can confirm if he's seen both methods.

My filter is only 3 months old.
