Hayward Superpump Var 2620 Error Codes

Hello TFP. Bought a house last week with an inground pool. Replaced the filter with a Hayward DE3620 bc the old one was beat up, and it has a Hayward Superpump Variable 2620 pump that's only 2 years old. The pump was running a day ago, and then I had a pool company come and change out the old filter and clean up the plumbing. After it was installed, thy turned the pump on and it won't turn on. It is giving an error 01 and error 03 code. Checked the manual and it looks like it's a low voltage issue. Pool techs said the outlet is rusted and looks like water got in so it should be changed out nothing they can do.

I get an electrician in today and he says the outlet is juiced up at full voltage nothing wrong with outlet, so that means there's an issue with the pump.

Has anyone experienced this error code before and any ideas how to correct?

Also, what are your thoughts of the responsibility of the pool techs in this situation? It was working befroe they replaced the filter and replumbed, but they didn't touch the pump so I don't want to start pointing blame, but if it was working before they were there it should work after they leave. It was raining yesterday when they were working so I thought maybe they plugged it in while it was wet and shorted something out on the pump?

Any help would be appreciated. I'm going to contact an authorized Hayward service Rep on Monday, but just looking to see if any other members have had this isssue before.
