Hayward Goldline Aqua Plus - pump not turning on with timer

The last few days I've noticed my pump not automatically kicking on at 10am like I have it set for on my Hayward Goldline Aqua Plus salt system panel. My pump is scheduled to run from 10am-9pm every day and it's never given me an issue before. When I press the 'Filter' button on the panel the screen reads 'Filter Off' which tells me the panel is recognizing the pump is running but it's not actually running. Pressing the 'Filter' button again to turn it back on does not currently work either. I checked all the internal time settings and everything seems to be accurate. Oddly enough, when I flip the breakers to cut power to the system then flip back to power it back up, the pump hums for roughly 8 seconds then fires up and the system works just fine with normal flow. At 9pm everything automatically shuts down just fine, it just doesn't start up in the morning. When I manually reset the breakers to turn on the pump, I'm getting normal voltage (24) and amps (6).

I did some searching on TFP and while I haven't found this exact situation, I have been reading about stuck relays. Could this be the issue?

That is not normal. The pump should start immediately, not 8 seconds later.

How old is the pump?

A pump motor with bad bearings may not start up and the thermal limiter may trip preventing it from starting.

I did some searching on TFP and while I haven't found this exact situation, I have been reading about stuck relays. Could this be the issue?

Do you hear the relay click when pressing the filter button (at the controller box)?

Probably a bad capacitor.

The system probably has "Flow Monitoring" Enabled and the system shuts off due to no flow.
 
When the Flow Monitor is enabled and the system detects "no flow ", after 15 minutes, the display shows "No Flow" and the Filter light would go out (relay off). From the above description, it sounds as though the filter light/relay is on but the pump is not.
