Likely talking about the one of the Hayward Omni VSP. You have to ask yourself, "How often am I going to actually want to control the pump beyond playing with a new toy?" Will you be changing speeds or re-programming on a regular basis? Is it worth the extra cost to not have to walk to the equipment pad and push a button on the pump itself? How much aggravation am I willing to put up with when it doesn't work right?
Its not Bluetooth, but Wi-Fi with an app on your phone. Bluetooth doesn't work beyond about 30 feet. There doesn't appear to be an upgrade kit for a Hayward VSP so you would have to get a Hayward automation system if you don't have one now, or an upgrade to your existing system.
