GFCI popped and it won't rest ( It's not the pool light)

I have some outdoor lights plugged into the GFCI of my pool (built in 1960) and when I turned it on it popped. Simple reset, right!?! The GFCI didn't reset and it's not indicating any power going to it. I figured, it was the pool light grounding it out, so I disconnected the wires from the J- Box and also replaced the GFCI to just be certain that didn't go bad. The GFCI still wont power on?!?
