Professional resurfacing is about your only option. The FG surfaces needs to be wet sanded smooth to remove the chalkiness and then a new gelcoat is applied....it’s neither easy nor cheap.
According to TFP’s former AquaBright installer, polyFibro and AquaBright are exactly the same thing. They are just the same material marketed for two different surface - A/B is for plaster pool renovations and polyFibro is for fiberglass renovations.
With ecoFinish products you want to very carefully vet the installers (if any in your area). The success of the polyFibro finish is critically dependent on the expertise and experience of the installer. Surface prep and repair is critical to the adhesion of the polyFibro material.
You might want to make sure that it is actually a gelcoat issue before you commit to redoing it. Two summers ago my fiberglass pool had similar symptoms. You could rub your hand on the side and see it come off. The gelcoat also felt rough and when people would get in the pool and rub up against the walls the water would get milky. I was pretty sure that I had an issue with my gelcoat. But it turned out that it was just scale. I got a fine rubber sanding block and went all around the pool and lightly sanded it and then it was smooth and like new again. I had to filter out the mess but after a few clarifier treatments and backwashes the pool was back to normal. I never determined what caused it but it hasn't come back.
I had the exact same issue last summer. It was a calcium build up. My pool was made by Tallman pools. They sent out two guys who drained the pool and wet sanded with 800 grit sandpaper the entire pool shell. They they polished it. The calcium was leaching out of my water and sticking to the shell. Since then I’ve diligently kept an eye on my calcium levels.
