If the flow light is on, that's good. See section 5.2. It means the cell is seeing enough flow to operate. "No flow" is a problem.
What's the temp of the water? This cell switches off below 51F. See section 6.7. In that case the SERVICE light will be on. I can't tell from the picture if that's the case.
Jandy salt indicators are also subject to read low at low water temps. You'll need to test with a proper Taylor kit.
