Is the “flow” indicator telling me something? I know I’m not making chlorine and I’m low salt. But curious is it’s telling me something else

Here is the manual. Reading it is highly recommended.
If the flow light is on, that's good. See section 5.2. It means the cell is seeing enough flow to operate. "No flow" is a problem.
What's the temp of the water? This cell switches off below 51F. See section 6.7. In that case the SERVICE light will be on. I can't tell from the picture if that's the case.
Jandy salt indicators are also subject to read low at low water temps. You'll need to test with a proper Taylor kit.
