Floating tan colored quarter size clusters floating

After a good rain yesterday, I have a lot of very tiny tan colored dots that from quarter size clusters floating. They cling together almost like fire ants, although they are definitely not those. I am not sure if it is algae and really small insects. I can dip them out with fine mesh but I'm wondering what they might be. The basically showed up overnight. The chemistry has been fine the day before the rain.

What’s the chemistry now? Those look gross.
