First time SLAM. Can I do it with CYA 28?

Raise your FC to 5ppm then after a hour check your CC after your FC test.
The 2# of dry CYA you added will only raise your pool water volume by 10ppm and that is not detectable with your test.
Adding another 4# of CYA should get you to 30ppm then drop your pH and start the SLAM Process
