I did this last year when the steps were in the pool, I posted info and not so great photos of it in action. The steps should go in later today and I wanted to post these as a way to keep steps from floating. I wish it was my idea but I stole it from a photo I saw on-line somewhere. My steps are the Confer 1X step system with the locking gate, center platform and spindles; I imagine this should work on similar steps.

This is the back of the steps and I installed 2 loops of plastic pipe hangers onto the stairs. I filled the jugs with pebbles and I cut the PVC pipe shorter than the width of the steps.

Then I just slid one end of the pipe into one hanger, slid the handles of the bottles onto the pipe and then slip the other end into the other hanger. It really keeps the steps from floating.

Really easy to do assuming the steps aren't already in the pool!

Clever work! I've been trying to figure a better way to stabilize the horizontal movement on my Confer Plastics A-Frame Swimming Pool Ladder that has a locking roller over the steps and I think this might be the ticket.

I wish I could take credit for these but I did steal the idea from some random photo on the internet. If I remember correctly the other person used larger PVC pipes (3 or 4 inches) filled with pebbles and sealed on both sides with a PVC cap. She/He then slid the larger pipe into the holders like I did except the loops were much larger than mine My way is cheaper but theirs looked more refined! For your ladder I would just worry about where the end of the roller cover comes to, if it goes to the other side.

I like it, Vinny!

I was researching this very thing last few days as I just bought confer steps.

I saw something on this forum from several years ago that is similar to what you did, though they suggested a piece of rebar in the pvc pipe for extra support. Their length of pvc was much longer than what you have.

I was going down that path, but then I thought about the homemade islands I have (see signature) that I don't use much anymore since kids are older. They are made of those common home depot utility shelves, so I just cut one of the shelves to size and made it a floor to sit those pebble filled bleach bottles on.

My stairs have feet at each corner that shelf can rest on, so slightly different style than what I'm seeing in your pic.

I'll be putting mine in the pool today.
