question is fill day considered Day 1 on the NPT startup? I am filling today, should i start the ballancing today once all the equipment is running.

I would say once the pool is full, that is day 1.

Don't assume. Follow the startup guide for your plaster. Stock up on the chemicals and balance the water per the guide.

I balanced the water to the NPC Guide, If your pump is not running, you can circulate the water with your pool brush. My start up was in the winter so I brushed and waited the couple of days for the equipment to have its start up, I still tested the water and added a little chlorine and that was it until the pump was running. Your situation is a little different due to the season ...
