No it's because the swg produces an even level of FC across the day.
Liquid chlorine doses spike the FC and then it drifts down until the next dose, so the swing needs to be able to handle the up to 4ppm daily loss to UV.
The exception to SWGs running a lower FC would be for anyone with a giant cell that only ran for a shot time, or those producing only at night for off peak electric rates. Both these would swing like a liquid chlorine pool.
And just because the SWG can usually run a lower FC and remain algae free, doesn't mean it smart to do so. Many of us run it much higher to account for any unforseen curveballs the universe wants to throw.

There are assumptions built into the levels.
The levels are for liquid chlorine and for SWCG.
There are no levels for Tri-chlor, we don't recommend using them, except maybe for vacation if you are a liquid chlorine user.
The levels are lower for SWCG because the assumption is that the SWCG is adding chlorine somewhat continuously.
The levels are higher for liquid chlorine, because liquid chlorine is typically added once a day.
Higher levels for liquid chlorine allow for FC to drop over the day until you add again.
If you are using Trichlor, then use the SWCG recommendations. Understand that trichlor is adding CYA to the pool. When your CYA gets north of 60-80, it is hard to keep the pool sanitized with trichlor and you need to drain/refill, or switch to liquid chlorine until the CYA is degraded over time.
