Hello. This morning I measured FC before the sun came out and got a reading of 4.5. I tested again jsut now 4hours later and the reading is 3. Can FC Drop this much so quickly or is something else at play?

An FC drop of 2 ppm or so this time of year is possible. Though it will be reducing as the sun angle drops.

I'm not sure I get this test right, but I just tested again and it appears to be around 28.

I use 8.5% bleach and try to keep at FC levels of 3 or 4, but we've had non stop rain the last week so at one point the FC had gotten to 0.
I use the test kit recommended on this website.

I have chlorine tablets that I use if I am going to be away and unable to test, but haven't used them in a while.

You might want to use a couple pucks to raise your CYA a touch. No more than 10 ppm.

If your CYA is low and you've recently had very low chlorine, you'll probably go through chlorine faster. Get the CYA up and maybe operate at higher FC level for several days and you'll probably see an improvement in stability of your FC level.
