FC = 0 even with adding chlorine?

I am helping my sister-in-law open her above ground pool (I also have an above ground pool but have used TFP from the beginning and never have any issues so this is new to me), her water is very brown. She did add well water to the pool, I imagine the brown is mostly rust. I tested and added what was needed, but no matter how much chlorine I add it never read above 1. I was not able to CYA, I ran out of reagent and it is coming tomorrow.

What is happening?? She has no idea what was added last year, I did find some powdered shock in their shed (my brother-in-law passed away and he always took care of the pool). Thanks for any advice!

Could be algae, could be ammonia. When you get your CYA reagent, run a full suite of tests. If CYA is zero, follow Ammonia - Further Reading. You can filter out iron anytime, see Iron Fill Water Filter - Further Reading
