The instructions state to use 2 dippers whether you use 25mL sample or 10mL sample. Wouldn't the 10mL sample require less powder (1 dipper instead of 2)? I know I won't do any harm by adding too much, but I just don't want to waste it unnecessarily.
 
This is a suggestion for anyone (like me) who has difficulty making accurate measurements with graduated cylinders. Maybe the problem is my 78 year old eyes but I had great uncertainty - especially with 5 and 10 ml samples - and was never sure I had the bottom of the meniscus lined up properly. I found some graduated pipettes on Amazon (link if allowed appears below) that solved my problem. I use the 10 ml pipette. You simply use the provided rubber bulb to suck the pool water above the 10 ml mark and gradually squeeze the bulb discharging water until you align the bottom of the meniscus with the 10 ml mark at the top. Then gradually discharge the water into your sample container -a graduated cylinder is fine - until the water in the pipette reaches the zero mark. It is easy to read because the pipette tube is a much smaller diameter than the graduated cylinder which makes the distance between its marks about 1/10 inch which represents 20% of 1 ml. If you are careful I think the accuracy is probably much better than 1% for the 10 ml sample.
