We are under construction for a pool and spa. The spa is at pool water level and does not have a spillover. We will have a heater on the spa and a heat pump on the pool. We want to be able to run them both at the same time at different temperatures. Is this possible to achieve with only one sanitation system and one filter? If so, please help me understand how the water stays separate.

It will not be possible. You would need two isolated circulation systems for that to be achievable. Odd set up to have two heaters.

Dual gas heater and heat pumps are supported by some automation systems.

Why is heating the pool necessary when heating the spa?

Usually you heat the pool to whatever normal temperature you want. Then switch spa on and heat when you plan on using it. The pool stays pretty much at it’s temperature when you switch water flow and heater to the spa.
