Not needed. Call royal and have then give you stamped drawings from them they all offer this service. Dont pay for second set they give you a pair. An independent engineer will rape you on price. I would double check the trucking rates. That sounds right but fill is hard to get rid of unless they have a dump site. What we do is dig the pool and stockpile the dirt. Then second day have truck run the dirt out. We put as on Craigslist ahead of time and find somebody local to take it minimum 2 loads. If you have typical jersey clay you want alot of base under your deck especially if pavers. We geotextile then 12" of base compacted in 2" lifts. You need lots stone regardless and some inside pool too. Bobcat comes in handy and setting panels is a 3 guy job. Btw I cant tell you how much it sucks building a pool it's not fun at all
