Electrical Outlet Placement - Fence set into concrete pad, not outside

Hi,

I'm having our fence effectively core drilled and placed within the concrete pad (We are setting PVC pipe in the ground that will be concreted around for the fence posts).

In the image I uploaded, the red circles are the electrical outlets. The corner one will be mainly for the pool robot. The centered on left is for the patio area for phones, pergola with electric or other uses.

The issue i'm having is it sounds like fences are typically placed outside the concrete and then a 4x4 is buried and box is mounted to that. Any idea what the options would be with the conduit stubbed up outside the concrete? Can we mount to the fence on the inside with a plastic jbox? Can we stub up in the concrete and do the same?

They make all in one PVC post/recepticals which could be placed inside the perimeter before the deck is laid/poured. I'd prefer one of these if going through the patio as a 4x4 will inevitably rot.
