dumb question...what is this?

Mine has the same thing but no plug covering it. My best guess is it's a return or suction that they installed when they did the gunite, but capped off so they could install something later and not have to drill and patch for watertightness later, but still charge me an arm and a leg for basically just a few feet of PVC and a valve.
 
If on a vertical surface, it's probably a suction line for a vacuum.
If on a horizontal surface, maybe an umbrella holder.

Are there any pipes at the equipment pad that aren't connected to the system? Or possibly one marked vacuum or cleaner that you don't use? Show us a pic of your equipment pad including all pipes.
 
Does it suck or blow water when you take that plug out? Like mentioned above, have you noticed any mystery valves that don't seem to do anything?
 
Just checked and neither sucking or blowing. Also, the pool equipment has no mystery pipes or deadends... just the skimmer, drain, and return.

I think you are right that it is a placeholder pipe for some future work. I never thought much of it. The pool is from 2002 and I think I was hoping it was a return for a cleaner but since no suction.... I guess not without some extra work.
