draining with deep end inlet plugged

I am attempting to open my pool for the first time and having trouble getting the rubber plug out of the deep end inlet. I have all other plugs out and the water level is below the skimmers.
I want to drain the pool enough so I can drill into the rubber plug. Can I drain the pool with the waste setting by closing off the skimmer lines and open the drain line (on the bottom of pool) or would that be a problem while the inlet is still plugged? I turned it on to drain but nothing happened and was wondering if that's because the inlet is plugged.

If the main drain is plugged, you cannot get water through it.

I suggest you get a sump pump and use that to drain the water you need to.
