Does this shelf/stairs look correct?

So, sadly, my gunnite was shot in pouring down rain. By the end of the day they ran out of concrete for the stairs and they also forgot to pour my swim out (in lieu of a ladder at the deep end). Two things that concern me are the fact that most of the swim outs I have seen are not a “shelf” sticking out of the wall but rather a poured bump out that looks like it is part of the shape of the pool. They had to go back and drill to install this shelf and I don’t know what kind of magic these guys could do from here but this is looking pretty wrong to me. What are my choices? Also, the stairs. They only finished the top two initially and today they came back and did this. That last step is like 3 or 4 inches high. Am I to assume they are coming back and will add another stair? How deep/y’all should each stair be? Thanks for any advice.

Can't have any exposed rebar. So that needs to be fixed. And I am not sure I would want to have that shelf sticking out ... too great a chance for someone to swim up and hit their head on it.

Stairs are probably fine ... things usually look pretty rough at this point and the plaster smooths things out.
 
What is the rise of each of those 3 steps?
 
Did your PB design that swim-out as a shelf? I've NEVER seen that and in Tampa it would fail inspection (just asked my PB).

We're building a pool now and had similar issues with the steps. They'll be fine. The crew that installs your finish will correct with plaster (or whatever the correct term is, LOL).
 
The steps are approx 10 high by 12 deep. Third step a bit shorter.

Hi there. Thanks for sharing that. No. The swim out was initially designed to be part of the side wall in the deep end but they forgot to our it in the outing rain as they were just trying to control the concrete in all that mess. Hope yours turns out great.

Better perspective.
 
Just talked to the crew. They said the owner was trying to move too fast and they are going to go ahead and finish it out correctly today and make it solid. They also said that shallow side ended up a little deeper than I wanted it and they will take that half step and blend it into the pool so I will lose a little depth but get the design back. Hopefully, problem is resolved. Man, I sure appreciate you guys.

You can do this to the deep end like I did on mine, it does not need any rebar they said.
