Digital Nano Autopilot Troubles

I'm having issues with my Auto Pilot Digital Nano chlorinator not producing chorine. I'm wondering if it's my original autopiliot salt cell is bad or the generic salt cell made by Compupool is not compatible.

This is what i've tried thus far:
Replaced old cell that looks ok with the generic compupool (I've read some issues with these, and wish I didn't try to save on the generic)
Also replaced cable
Also reduced phosphates
Checked salt = 3500

Here are my current readings:

current salt = 3500

1. Normal Mode - 2.0 volts - 5.1 amps
2. Boost Mode - 1 volt - 5.4 amps
3. Tried Force Reverse 0V 6.3amp
4. Force Reverse again 2.0v - 5.1amps
5. Turned off and back on 17 volts - 4.9amps

Curious if these reading are pointing to a bad board or possibly a bad cell.
The fuses were also checked and looked ok.

Have any thoughts? I would love to stop throwing parts at it.

Diagnosing problems can be difficult with a generic cell.
