Sure. My neighbor has one -- he designed it that way on purpose so the kids have a very warm place to play without getting in the spa itself. And I've seen numerous pools where spas spill onto benches.
Yes, the pool shelf or think they may call it a Baja sun shelf is about 8" deep, some people put their chairs in it & it is a good area for kids and dogs. The pool area will be caged & is 12'4" wide at one end, thought we could put the spa at the end and the sun shelf under the spa, 5-6ft in length, & entire width of the pool.
Another concern might be the amount of water directed at the plaster on the shelf every time it is spilling over. I had a return eyeball accidentally get pointed down onto my Baja for a few weeks when the plaster was new before I noticed it. It changed the color and texture of the shelf a little where it was hitting. I have since intentionally jammed that eyeball so it will not happen again.
