I have two groups of deck jets that are controlled by a Hayward panel and a Hayward actuator GVA24. One group of jets will not turn off even though the panel says they are off. If I switch the toggle on the GVA24, the good working set of jets turn on but the problem ones continue to run. The jet stream does not reach the pool unless the pump is running on high which I do not want to leave on high until I get this fixed or else I'll have to shut my pump down which I do not want to do either. Any suggestions on what I need to do?

Is there a powered actuator for each group of deck jets? Have you tried the manual toggle switch on each actuator?

The system has no clue where the actuator is pointed.. It just "assume" it is correct. This is why the system will say something is on or off, when it is not.
I suggest that you have someone watch the valves, while you turn one set on and off, and then the other set on and off. I suspect that one of your actuators is not moving like it should.
Please tell us the results of your tests..
