Deck Jet won’t turn off with New Jandy Positive Valve

I have one lonely deck jet in my pool that was capped off. I replace all the jet parts itself and it works great, but I couldn’t regulate the flow so I also replaced the old grey jandy valve assuming it was non-positive. Installed a new Jandy Neverlube positive valve in its place and it too doesn’t allow me to turn the jet off, just adjust the height of the spray, but not off. Do I have a bad valve, a falsely labeled non-positive valve or am I missing something? Would like to be able to turn the jet off and still keep the pump running.

That's not the "off" position. The handle has to be inline with the pipe to shut the valve.
 
Thanks for the response, but the photo was for reference only. In no position does the valve ever shut off the jet
You may have a broken valve-stem that is not turning the diverter, or there may be something stuck not allowing it to completely close. Remove the 8 screws and take a look. DO NOT use a power screwdriver to reinstall the screws, its very easy to strip the hole or crack the body that way.
