Damage to plaster on bottom

I'm looking for ideas on how I might be able to patch these without draining my pool. They are in the shallow end. I suspect they were originally caused by the kids using plastic oars while floating in the pool. They have slowly enlarged. Is there and underwater epoxy/plaster patch I can use to fill these and possibly sand down?

Plastic oars shouldn’t be able to cause that kind of damage? Not much you can do with water still in it. There’s a white epoxy patch you can get and I think ezpatch may make one too that’ll set under water, but my experience is they’re not very long lasting.

But also looks like you have some algae growing in those as well. That’s a sign it needs to be cleaned out and patched before it grows more. The water being able to get under the outlet layer causes more damage over time.
