After a pool drain my pool is free of the dreaded CC, which I believe was due to high CYA I initially added 80. I didn’t keep it within the FC/CYA chart and never opened my Autocover for a month with 80 plus water temp and it lead to a disaster. Im new im learning.

So after a bunch of research im thinking of bringing my CYA level to 15. With the research I’ve done and talked to people who maintain the outdoor city pool where I work they can’t bring it above 15ppm because then its harder to sanitize a fecal incident. I have kids ranging 1-4 who use this pool along with a ton of family and friends same age range. If I keep my FC at 2-3 and and shock weekly after use on Mondays I feel this is good. What are your opinions.
 
That is not the TFP method. Your FC will be eaten up by sunlight due to a lack of CYA in the pool. And you can’t even verify you have 15 CYA as it can’t be measured by a reliable kit.

Outdoor pools have to follow municipal codes, which are following outdated science.

Your choice, but you’re not going to get people here approving when it’s vastly different than how this site handles pool care.
 
Sodfather, rules for public pools are entirely different from residential pools. In fact, its almost impossible to test CYA at a level as low as 15. We recommend at least 30ppm and follow this chart - FC/CYA Levels

At TFP we also don't routinely "shock" the pools. They never need it assuming you've kept the chlorine at the proper level based on CYA level. There shouldn't ever be algae.

We suggest that if your pool has a high bather load you increase your FC accordingly to cover this. Use your owner testing kit (either the TF-Pro/TF-100 or K-2006C) to monitor the health of your water. Taking care of your water is better for your swimmers and also the life of your pool equipment and pool itself.
