here is how i would figure out were the issue is. after checking that it has power to the pump.
1) check if the motor spins free
no? stop there find out why. check bearings blockages hair behind the impeller. if it doesnt spin free that is the first issue.
2) motor spins free but still doesn't work check does it hum any weird noises?
check power at motor does it have power, no check cap yes go to 3 bad cap only replace it with the correct part aka matching numbers, never put a larger cap or a smaller cap.
3) motor has power but doesnt work check if the motor has brushes no brushes smell the motor does it smell burnt? look for signs of melting in the bindings. no? go back to 1.
brushes? check the brushes only replace with the size and type brush. clean the brushes and the contact point on the shaft.
What caused the issue in the first place, that can be a real clue to finding out what is the issue,
was there a big storm? kids dumping sand in the strainer other stuff getting sucked in that might cause the motor not to turn for a long period of time can and will burn the windings and or the contacts in the motor,
I learned a long time ago anything can be fixed but sometimes your time and the cost of parts out weigh the cost of the replacement. if you fix it and it works great, you fix it and burns down the pool house not so great.
take pictures of the whole setup from further out
also take pictures of the pump name plate, aka model numbers.
if you google the model numbers alot of the times your not the first to have an issue. I have fixed hundreds of tvs just by googleing the model number. also by googling the model number alot of times you can find an exploded view of what your working on .
