corroded stair rails

We have a set of Main Access stairs for our AGP and the metal upper rails have corroded and broken off below the step tread. The left over pieces are lodged in an insert "tunnel" and we cannot get them out. There is no way to access the "tunnel". We've tried pulling out the metal pieces but they won't budge.
Has anyone had to replace these and how did you get the broken pieces out?

They need some love taps from underneath with a sledge. It’s an akward hit swinging ‘up’ so you shouldn’t be able to make enough force to damage the stairs. You can also secure a 2X4 under both rails with duct tape (tightly and don’t be stingy) for a bigger target. For those keeping the rails this also lets the 2X4 take the dents instead of the railing.

If the rails won't come out, you could cut them flush with the step and fill the tubes with concrete, or sand and glue something on top to seal the hole. Then you can add a rail to your deck to help get in and out of the pool.

Here's some pics. Having a difficult time getting them out. The wacking them with a hammer doesn't work. We can't get at them. The next thing we'll try is drilling them out like Woodstock1234 suggested.
