Coping Disintegrating

Has anyone ever had trouble with their coping like this? Even one of the pool guys that came out was rather shocked at it. But, none of the pool companies have an answer for it. Also, is there anywhere on here that has recommendations/reviews for local pool companies?

looks like water got underneath and behind it and spawled it. the grout between coping and the expansion gap behind it needs to be watertight in freezing climates. prob poor quality coping stones too. Ive seen this with paver caps once in a while
