We just had a fiberglass pool installed and the contractor let some concrete harden on the tanning ledge and the bottom of our pool....is there a way to remove the concrete without pool damage and without grinding it down?

No, the pool is filled :-( ...not a lot of concrete a very thin amount on the tanning ledge and some drip over on the sides.Welcome to TFP!

I had drips along the side from the mortar and grout as well. We gently scarped the bulk product then were able to buff the remaining stuff from the shell. If you (or they) can slowly scrape or pick away at the thicker stuff and get close to the gelcoat, the same technique may apply. You cold also use a fine wet/dry sandpaper if needed.

But I'm surprised your installer or the concrete sub isn't taking action to make this issue right for you. No word from them at all?
I used a plastic putty knife to scrap off the concrete, following by a stiff brush. It did not scratch the gel coat.
Muratic acid will dissolve concrete if you can lower the pool water enough to expose the concrete you are trying to remove.
