Mesh safety cover pool was very green, now cloud but still some algae.

Water is balanced PH 7.6, alkalinity 100
CYA low 10, which makes odd not to have free chlorine

I have hit the pool very hard with liquid chlorine to the point that I have total Chkorine of 17 but no Free active chlorine.

Last year I had problem but I was CYA once drained it & filled with Cyanuric Acid low the SLAM method worked good.

I am worried as total combined chlorine is way too high.

28,000 gal inground. No salt system

Welcome to TFP.

First steps first. How are you testing your water? You are going to need a reliable test kit like a T-100 (see link on my signature) or K-2006C.

Combine Chlorimines are a byproduct of chlorine doing its job is killing algae and destroying other organic matter. Sunlight and time are still the best way to get CC out of a pool.
