I’m not interested in making my own, it seems like with chillers you buy your not setting a temp you just get 8 degrees off or so. So chillers don’t operate like heaters?
Do you currently have an evaporative cooling aspect to the pool? (waterfall, spillover, something rigged off a return jet?)
But no, if it's simply something like that, it wouldn't operate like a heater. You'd have to valve it and keep an eye on the pool thermometer. Anything's possible, of course!

Well, you can, yes. Using a heat pump you can both heat and cool the water based on a set-point. Most heat pumps do both heating and cooling, some only do heating, so you'd have to check that out. Likely around $5 to 8K for heat pump fully installed, but of course you also get pool heating, which might be nice to have.
Another alternative is an electric valve to, for example, a waterfall or other feature that increases evaporation of the pool water, sensing water temp and switching the valve.
