Check Valve Problem

I have a flap check valve, about two years old, after my filter, which feeds into a three way actuated valve for my solar heater. (see pic) I believe it has a one pound spring. This year when the pump is off and the actuator is in the off position, the valve leaks a small amount of water out and air back in to the filter. I can hear the gurgling and the filter loses its water. This does not happen when the valve is in the Heat position as there is a column of water behind the valve to keep it tightly closed. I guess I have two options: 1. Replace the check valve as it is no longer sealing tightly, or 2. Move the actuator to a two way valve further toward the pool and replace the three way Jandy with a Tee. Any help on which is the best for a long-term solution?

That looks like a Valterra valve. The long term solution would be to replace it with a Jandy type check valve.
