I'm trying to see if the globrite light colors can be changed via the app when using the IO relay board in the intelliflo3 pump. Or do I need ro get the color sync switch also?

The Pentair HOME app and relay board may not cycle the power quickly enough to meet the light's expectations. Have you tried it?
If it does not work, then the Color Synch Controller will do the power cycles to change the lights.
If it does not work, then the Color Synch Controller will do the power cycles to change the lights.
