Changing Filter Media

I've tried everything to get rid of yellow algae to no avail. I've come to the conclusion my sand is old (over 3+ yrs) and I want to change over to glass or filter balls. Since the water is already yellow, can I swap out and then treat, or drain and start new?

Sand does not get old. It is millions of years old when you put it in the filter.
The best media for a sand filter is, sand.

For your algae, you need to follow the SLAM Process
 
First make sure all your chemicals are in the correct range. I know it's been said that if you keep the free chlorine level right you should not have algae pop up. Earlier this year I had a similar challenge, SLAMing took a while to get rid of the algae and keeping it away required keeping the chlorine level higher than normal and using more than normal every day. I checked the phosphate level and never could get a consistent readying with the taylor phosphate k-1106 testing kit. Some reading were high some low. But decided to just use Orenda PR-10000 Phosphate Remover and see what happens. Well, the pool got cloudy within a few minutes. After a couple of days of letting it settle, vacuuming to waste and filtering the water cleared. After that the pool was algae free for the rest of the season unless my chlorine tank ran empty or the chlorine degraded to much after being in the heat for a few weeks. Check your testing chemical too, they don't last forever. Also take the same water sample to multiple pool stores to see if they have similar results (I have not had great luck with pool store testing, so use their results with caution).
